Disciplinary Committees

As legislated in The Teachers' Federation Act, 2006 and supplemented by bylaws and policies made by the Council of the Saskatchewan Teachers’ Federation, three disciplinary committees preside over ethics, collective interests and competency complaints made against teachers in the province.

Elections

Elections for openings on the Committees take place at the Annual Meeting of Council in April each year. To be eligible for election to a disciplinary committee, candidates must be members of good standing in the Federation.

Duties

The duties of disciplinary committee members are to:

  • Hear the charges of alleged misconduct against members of the STF.
  • Advise the Assistant General Secretary of any conflicts or potential conflicts as soon as possible.
  • Maintain confidentiality.
  • Act fairly, impartially and judiciously.
  • Hear and consider all evidence and submissions before making a finding.
  • Make a determination based only on the evidence before the Committee.
  • Make recommendations regarding penalty to the provincial Executive.

The Professional Ethics Committee

The Professional Ethics Committee is established in The Teachers’ Federation Act, 2006 to hear and adjudicate complaints regarding the professional conduct of an STF member. It has six members. One is a Saskatchewan resident appointed by the Lieutenant Governor in Council to represent the public on the committee. The other five members are appointed by Council through elections at the Annual Meeting of Council. Any STF member may run for election to the committee and, if elected, will serve a three-year term.

The work of the Professional Ethics Committee is guided by Part VI of The Teachers’ Federation Act, 2006, the STF Code of Professional Ethics (Bylaw 7.1) and STF Bylaw 7.4.

The Professional Competency Committee

The Professional Competency Committee is established in The Teachers’ Federation Act, 2006 to hear and adjudicate complaints regarding the professional competence of an STF member. It has five members who are all appointed by Council through elections at the Annual Meeting of Council. Any STF member may run for election to the committee and, if elected, will serve a three-year term. The work of the Professional Competency Committee is guided by Part VI of The Teachers’ Federation Act, 2006, the STF Code of Professional Competence (Bylaw 7.2) and STF Bylaw 7.5.

The Collective Interests Committee

The Teachers’ Federation Act, 2006 authorizes the Executive to appoint a committee in accordance with STF bylaws to hear complaints against an STF member regarding conduct contrary to the collective interests of teachers. The bylaws specify that Council shall elect five members to the Collective Interests Committee at the Annual Meeting of Council. Any STF member may run for election to the committee and, if elected, will serve a three-year term. The work of the Collective Interests Committee is guided by Part VII of The Teachers’ Federation Act, 2006, the STF Code of Conduct Respecting the Collective Interests of Teachers (Bylaw 7.3) and STF Bylaw 7.6.
