The provincial and local levels of the Saskatchewan Teachers’ Federation complement each other and in many ways mirror each other. The Council bridges both levels of the Federation and councillors should be aware of the work of and the issues facing both the provincial organization and their local association.
The roles and duties of Council are outlined in The Teachers' Federation Act, 2006. The Bylaws of the Federation elaborate on the legislation and lay out guidelines and procedures for electing councillors, holding Council meetings, dealing with resolutions that come to Council, electing the provincial Executive, and electing the teacher members of the Federation’s disciplinary committees.
When in session, the Council acts as the legislative branch of the Federation, providing guidance to the provincial Executive and administrative branches by passing policy and action resolutions. Typically, Council is convened two or three times a year:
- The Annual Meeting of Council each spring is a business meeting at which elections are held, fees are set, a budget is approved for the coming year, and decisions are made regarding resolutions.
- A Special Meeting of Council occurs in conjunction with a Councillor Conference that focuses on current issues and new policies. This meeting is traditionally held in the fall.
- If necessary, other Special Meetings of Council may be held to deal with issues identified by the Executive.
