Local Bargaining
Saskatchewan Teachers’ Federation members belong to both a provincial organization and a local teachers’ association, which work together to collectively bargain on behalf of all teachers. Section 237 of The Education Act, 1995 states which items are mandatory for negotiations at each level; however, the scope of bargaining has been expanded beyond the mandatory items listed in each section.
Local implementation and negotiation committees, elected by members or appointed by the Executive of each local association, negotiate teaching and learning conditions that reflect the particular needs of the local collective including:
- Sabbatical leave
- Educational leave
- Salaries for substitute teachers
- Duration of the local agreement
- Pay period for teachers
- Special allowances
Over time, local negotiations have included many other matters of local concern other than these mandatory items provided they do not fall under the jurisdiction of the provincial bargaining process.
